The pre-school class for six-year-olds was introduced in 1998 and was then a voluntary form of school that the municipalities were obliged to offer. Since 2018, the pre-school class has been compulsory, but its critics have pointed to uneven quality between different schools and municipalities.
The government will present the autumn budget on Thursday 19 September.
