The trick that was played was as simple as it was effective. In a committee meeting, only the committee members present may vote. The coalition has a large majority in the municipal council. But that ratio does not apply in the committee. Because there were more opposition parties in the meeting than coalition parties, the opposition had a majority. Normally this does not matter, because important decisions are never made in the committee, serious decision-making only takes place in a meeting of the full municipal council.
