In order to compete against Cliff, you must first find him. You need a full Rocket Radar to do this. This consists of the 6 mysterious parts that you receive from the Rocket Grunts. If you have all the parts together, then you have the option to activate it.
Once it’s activated, you’ll see the Rocket Radar on your right-hand side of the game. You can recognize it by the red R in the middle. If you click on the symbol, a map of the area will appear. PokéStops that currently have Rocket Bosses will be marked with a red R there.
Alternatively, you can also wait for a balloon. There the rocket bosses spawn up to 4 times a day with the rocket radar switched on, similar to the louts. They also come in a black balloon.

Can you find Cliff specifically? No, unfortunately Cliff cannot be specifically searched for. The Rocket Radar only lets you see where a boss is. But you can’t see which one it is. However, once you spot Cliff at a stop, you have all day to defeat him there.
The balloons also contain a random Rocket Boss. So here, too, you cannot influence an encounter.
Is Cliff worth fighting?
