Voortman does not seem to be planning to participate in that scenario. “Because the buildings are being used improperly in the opinion of the municipality, a civil procedure is being started,” she writes to the city council. “As a result, a judicial test can take place with the aim of the municipality that the buildings can be used by the intended tenants in the short term. To support this procedure, the municipality is considering filing a declaration.”
