“It’s a bit of a clumsy plan,” says wolf expert Glenn Lelieveld. On the one hand, shepherds and other farmers are obliged to take preventive measures, but no more money is made available for subsidies to install them. “It is an expensive investment, but a sheep no longer yields any more. It is a cold restructuring of the sheep shepherd,” says Lelieveld.
