The share of mid-market rental homes in Utrecht is not increasing. This while the municipality set itself the goal five years ago that in 2040 a quarter of all homes in the city belong to the middle segment. Moreover, it is unclear whether and in what way the policy of the municipality contributes to the realization of that goal.
