Councilors approve application for Langton subdivision

Norfolk councilors have approved a development application for a subdivision on 12th Concession Road in Langton.

The applicant, an Ontario numbered company, plans to build a two-phase development consisting of 24 lots for single, detached homes.

The first phase includes seven homes with frontage on Jenney Lane and Priddle Drive, and one block for storm water management.

Phase 2 includes 17 homes, one block for widening the right-of-way of Jenney Lane; one new street with connection to Highway 59 and 12th Concession Road; and one block to be retained for agricultural farmland.

Each lot would have private servicing for water and wastewater.

The 94-acre site is currently being used for agriculture and has been the subject of previous severances for houses and lots, said a report from Norfolk County staff.

At a public hearing in November, several issues related to the project were raised by advisors and members of the public, including stormwater management; nearby tile drain; proposed lot areas being smaller than one acre; compatibility of the homes with existing businesses to the west; the proposed widening of Jenney Lane impacting a nearby property’s septic system; and a business’s vehicular access during periods of construction.

At the meeting in November, Jim Money, owner of Don Money Transport, which he said has been located west of the future development for 89 years, raised concerns about the compatibility of the homes with his commercial operation.

In a presentation to councilors on Tuesday at a special council meeting, county planner Hannelore Yager said she felt the majority of concerns could be addressed through the draft plan of subdivision.

In her report, Yager said the subdivision “will result in increased density and growth while contributing to the county’s growing housing market.”

A land use planner working on the project told advisors at the November meeting the hope is to start construction of the initial phase of the project sometime this year and the final phase “shortly thereafter.”

The matter requires final approval at a council meeting later this month.
