Chatham coun. Alysson Storey Entered A Motion, Which Pass in Part, Seeking More Transparency and Financial Details for a Deputy Chief Administrator.
Noting she agrees with succession planning, she still thought it warrants an open discussion.
“Say it’s a new role, i would feel more comfortable supporting it if there was more information explain where the funding for this role was coming from,” She Said. “Why it is needed and what the expectation for this role would be.”
Chief Administrator Michael Duben Stressed that the position isn’t an Additional Staff Member.
He noted it wascht to closed session last year, adding he anticipates a general manager will be retiring.
“(It’s) Typically the right place where you would have discussions about succession planning and staff,” he said. “There is a delegation of authority bylaw, which does allocate the authority to the chief administrative Officer – Council passed that bylaw… to be the one who’s responsible for hiring, termination and promotion.

“Now is a good time for us to look at what is this organizing goong to look like in the next couple of years.”
Storey Conceded She was at the closed session in question, but believed the public would still want the details.
Her motion, which was broken up into separate votes, asked that council be provided with a job description, which passed.
However, Council Didn’t Pass the Request for A Financial Analysis and Other Municipal Comparators.
Storey withdrew the portion asking that coucil’s cao performance review and compensation committee review the job description and participate in candidate interviews, as these dies fell outside the delegation of authority bylaw.
Duben Said the Departing General Manager Salary Would Pay for the Deputy Position, and Might Even Be Less. He added he won’t Know the Final Dollar Impact Until He Knows Who’s Hired.

“That’s why i’m having difficult with the question about full financial analysis,” he said. “What i can tell you are it has zero impact on tax base.”
Chatham coun. Marjorie Crew Said “We probably Wouldn’t be Sitting here if we had a different name” for the role.
“We Reanrange and Reorganize Staff Quite Often,” She Said. “The Cao Should Be Doing His Job, and we Should Allow Him to Do His Job.”

Chatham coun. Michael Bondy was concerned there would be a “Sense of obligation” for Council to Hire the Deputy for the Chief Role When the Time Comes.
“I Think That’s has reasonable preupation,” Bondy Said. “I think it gives coucil more freedom in choosing a cao when somebody doesn’t have the title of… the next cao. That’s the feeling i get. ”
However, Duben Said It’s not a Forgone Conclusion that Council WOULD HIRE THE DEPUTY FOR THE CHIEF Administrator position.
“It doesn’t mean they have any more a authority than another general manager,” he Said. “It’ll Still Always Come Down to Council Making the Decision.”
Storey, who Called it a “Healthy Debate,” Said While there are Various Opinions about the Preferred Level of Transparency and Council Involvement, the Community Feedback She’s Heard “Indicated they would prefer More Rather Than Less Transparency.

“The proposed Deputy Cao and Current Cao Roles Combined Appear to Be More Than Half a Million Dollars a Year,” She Told the Daily News on Tuesday. “I think it’s reasonable that council would have some oversight and accountability for that.”
When asked about Next Steps, Storey Said She’s Considering Seeking Further Information.
“I found the discussion surrounding our delegation bylaw, and that that or not coucil should have more authority in these decisions, very helpful,” she said. “The Context of the New Strong Mayor Powers is Something We Need To Be Aware of As Well.
“I think it’s Worth Getting More Clarity on Both of these items, ESPECIALLY NOW, as we look at a new Council Term That’s Less Than Two Years Away. I’m going to be looked into these items, and if appropriate, Bringing (Them) Back to Council for more discussions. ”
