(Finance) – “We are strongly opposed to the introduction of the SOA qualification requirement for companies that carry out works related to building bonuses. It would be in evident contradiction with the orientation of simplifying procedures and reducing obligations for companies repeatedly reaffirmed by the Government and Parliament “. This is what the CNA in a press release commenting on some amendments presented by several parliamentary groups and indicated as priorities to the Ukraine decree under examination by the Senate which provide forextension of the scope of SOAs.
“The only concrete effects of the extension of the SOA qualification – continues the CNA – are jeopardize the recovery of the construction sector excluding about 80% of companies from the construction work market, higher costs for companies, the increase in turnover for companies authorized to issue SOAs, penalizing citizens-customers. The continuous changes to the functioning of building bonuses generate market paralysis as evidenced by the recent interventions on criteria and methods for the assignment of credits “.
CNA stresses that the requirement for SOA qualification “unfairly alters the fundamental mechanisms of the free market, introducing ex-law a serious and dangerous restriction of the offer in the real estate redevelopment market. Experience – concludes the Confederation – shows that SOAs do not in any way represent a system capable of guaranteeing the qualification of companies, much less that for interventions carried out on properties, and it is absolutely not the tool to stem episodes of fraud and cheating. . CNA, therefore, urges the Government and Parliament not to extend the obligation of SOA qualification “.
