Consip new offer for PA meal vouchers more affiliated businesses

(Finance) – The new contract Consip for the supply of Food stamps at public administrations (Framework agreement “Meal vouchers ed. 10”) – already available in the regions of Veneto, Friuli, Trentino, Emilia-Romagna, Calabria and, from 10 November, in Tuscany – contains numerous novelty able to best balance the needs of all the actors involved: the purchasing administrations, the employees who benefit from the vouchers, the merchants and the issuing companies.

There competition achieved excellent results thanks to effective competition between society emitters: 7 participating companies, which presented a total of 91 offers for the 15 lots of the tender, all valid from a technical, organizational and economic point of view.

With the new contractpublic administrations will be able to purchase the service with an average discount of -12% on the nominal value of the voucher, count on the improvement in delivery times of electronic cards, receive support for accreditation and use of vouchers.

To the employees public who use tickets, better spendability is guaranteed, thanks to the increase in exercises affiliated and greater capillarity across the territory, but also new technical and operational solutions for better use of the service (among these the functions of searching for the restaurant on the map and booking the meal)

Finally, affiliated merchants will be able to benefit from the reduction of commissions applied by the issuing companies with respect to the value of the meal voucher – which do not exceed 5%, compared to commissions in the private market which reach up to 15% -, the improvement of payment terms and a greater frequency of refunds. All this translates into lower costs for operators and reduces the effects distorting on the market of excessively high commissions, which have generated high levels of conflict in the past.

The activation of contracts for the lots in the remaining regions is expected by the end of the year, following the outcome of an administrative appeal pending before the Council of State. While waiting to be able to join the new contract, Consip is making various tools available to administrations whose supply contracts are expiring for the temporary supply of vouchers: “Meal vouchers ed.9” agreement: it is still possible to issue orders on the “North” and “Centre” accessory lots, provided that the administration has already placed at least one order on the reference lot of the same agreement (the regions of Campania, Puglia, Basilicata and Sicily are excluded from this possibility in when the South accessory lot is sold out); PA electronic market – Mepa: through the Call for Services – category “Replacement canteen services through meal vouchers” orders for meal vouchers can be placed for amounts of a value lower than the community threshold; Dynamic PA purchasing system – Sdapa: using the “Meal vouchers” tender, a specific contract can be created for the supply of tickets, for amounts exceeding the community threshold.
