UTRECHT – The plan not to allow boas to wear a headscarf, skullcap or cross is stigmatizing and ineffective in safeguarding their neutrality. That is the opinion of the Institute for Human Rights in Utrecht. Judge neutrality and impartiality of boas based on their behavior and actions, not on the basis of wearing a religious symbol or religious clothing.
