(Finance) – In today’s session, the Interministerial Committee for Economic Planning and Sustainable Development (CIPESS)chaired by the President of the Council of Ministers, Giorgia Meloni, has adopted some important measures regarding cohesion policies. At the conclusion of the signing of the 21 Cohesion Agreements with all the regions and autonomous provinces, most recently today with the Puglia Region, the Government has assigned, in just over a year from the CIPESS distribution resolution of August 2023, resources of 29.3 billion euros from the Development and Cohesion Fund, equal to approximately 60% of the Fund’s endowment. The remaining 40% is now distributed among the central administrations, giving particular emphasis to the purpose of the Fund, aimed at overcoming the infrastructural gaps between the territories, and for this reason a significant portion will be allocated to infrastructural interventions .
Below i measures approved by the Committee:
Cohesion policies. The Committee:
• approved the attribution of FSC resources to the Central Administrations 21-27currently available, for totals 6,950 million euroswhich are intended to be shared between the Ministry of Infrastructure; of the environment; of education and merit; of the University and research; the Minister for Civil Protection and Maritime Policies; of culture; of tourism, the Interior, Agriculture, Health, for disabilities, for sport, foreign affairs, and for the digital transition, beyond a reserve quota of just over one billion, introducing in particular, as elements of innovations compared to past FSC programming, the valorisation of new strategic priorities of the Government, such as: the improvement of the quality of life of people with disabilities, the strengthening of surveillance and public safety systems, civil protection policies, the creation of plant engineering sports in degraded areas, even in places of aggregation such as speakers, with the aim of combating youth dispersion, as well as, lastly, the strengthening of the initiative of the Ministry of Foreign Affairs and International Cooperation within the PNRR project “Turismo delle Radici”.
• approved the adoption of the complementary operational program (POC) of the Lombardy Region, for an amount of over 614 million eurosdrawing on the resources of the Revolving Fund, with a concentration of resources on particularly relevant themes, such as the promotion of sustainable and quality employment, the competitiveness of small and medium-sized enterprises, and social inclusion;
• approved a financial allocation to IRCCS ISMETT (Mediterranean Institute for Transplants and Highly Specialized Therapies) by 348,800,400 euros of FSC resources 21-27for the creation of a new center of excellence for Transplants, Advanced Therapies, Research and Innovation (ISMETT 2), in the locality of Carini (PA), in Sicily. The project involves the construction of a hospital in which clinical functions will be integrated with exceptional advanced technologies, such as intelligent operating rooms, robotics, telemedicine and artificial intelligence solutions. The project also intends to develop the biotech sector, enhancing research and attracting start-ups and innovative companies, offering an extraordinary opportunity for economic and social development for the South and the entire country, promoting economic activities in the biotechnology sector, valorising research products through innovation, production and marketing, and encouraging the creation and attraction of start-ups and biotech companies in a continuously growing sector;
• approved i definancing of projects late in implementing the PSCs (Development and cohesion plans) 2014-20 of the Central Administrations and 2021-2027 in MIT share, for a total 7 billion euroswith the simultaneous reallocation to the MIT itself of 2.6 billion euros for works of national strategic importance, which are added to the resources already programmatically attributed to the same Ministry. The other resources resulting from the definancing will remain available to the FSC 21-27, allowing future finalization for the strategic initiatives that the Government intends to carry forward.
The resolutions presented today represent a further, significant step to ensure efficient planning of national cohesion policy resources in synergy and complementarity with the provisions that this Government approved with legislative decree no. 60 of 2024, regarding the reform of European cohesion policy.
Finally, they were assigned resources allocated to new constructions or redevelopment of existing buildings supplied to the Fire Brigade and the Police Force. In particular, resources were allocated for the National Training Center for Fire Brigade students in the city of L’Aquila.
