MACRON SPEECH. The French head of state gave an offensive speech on the commitments of the richest countries, on the occasion of Cop 27.

[Mis à jour le 7 novembre 2022 à 16h49] Emmanuel Macron was eagerly awaited this Monday, November 7 at the podium of the Cop 27, currently organized in Sharm el-Sheikh in Egypt. The French president wrote a speech, which he delivered this afternoon – and which can be found below, on this page. A moment of expression that could be anecdotal and fit, without much effect, into a long series of interventions showing very good intentions. Unless the French head of state manages to find an echo among the most polluting countries, at a time when the commitments made to keep global warming to only 1.5°C by 2035 seem very insufficient. Emmanuel Macron has already chosen this Cop 27 to target the major economic powers which do not do enough according to him: China and the United States.

France has already made it known what lines would be defended at this summit, with the desire to maintain pressure on the main emitters and the nations capable of sustainably financing the energy transition as quickly as possible. “We will be very careful that there is no backsliding on the mitigation [la réduction des émissions de gaz à effet de serre, NDLR] compared to Glasgow”, informed the Elysée to the newspaper Les Echos. Emmanuel Macron must convince his main interlocutors – those of the G20 outside Europe – to do more, in particular on the financing necessary to be transferred to clean energies or on the end of coal. Especially since the European Union “keeps its climate objectives and continues its transition”, indicated a close to the negotiations to Les Echos. or too modest on others, according to several NGOs.

Monday morning, Emmanuel Macron took part in a round table organized to speak to young people engaged in the fight against climate change. The French president insisted on what he intends to wear in this Cop 27. “The only way to avoid disasters and losses and damages is to reduce our emissions”, a- he indicated, before pointing out the responsibility of the great powers.

For the French president, it is becoming urgent to do more to compensate the countries suffering severe damage due to global warming and the poorest who are asked to do without carbon energies. “Our battle is for the wealthiest to pay their fair share. […] Europeans pay but we are the only ones to pay. The United States and China have to be really there,” he said.
