(Finance) – The Cabineton the proposal of President Giorgia Meloni and the Minister of Economy and Finance Giancarlo Giorgetti, has approved a decree-law introducing urgent fiscal measures, extensions of regulatory deadlines and economic interventions.
Provisions on tax credit for investments in the single ZES – The text provides for the additional authorization of spending of 1.6 billion euros, for the year 2024, to be added to the 1.8 billion euros already allocated, for the financing of the tax credit provided for by Article 16 of Legislative Decree 19 September 2023, no. 124 for companies and other economic operators that make investments in the single special economic zone (ZES). To access the relief, economic operators who have already submitted the required documentation must send, from 18 November to 2 December 2024, to the Revenue Agency, an additional communication certifying that the investments already indicated have been made by the deadline of 15 November 2024. The communication must also indicate the amount of the tax credit accrued in relation to the investments actually made and the related electronic invoices.
Flat tax – The substitute tax on income produced abroad by individuals who transfer their tax residence to Italy, for the purposes of Article 43 of the Civil Code, after the date of entry into force of the decree, is increased from 100 thousand to 200 thousand euros per year.
Sports – The VAT reliefs provided for amateur sports associations are extended and some clarifications are made regarding the VAT regime for the provision of winter sports courses. Furthermore, provisions are introduced aimed at supporting operators in the sports sector, in particular in relation to advertising investments made up to 15 November 2024.
School – The insurance coverage of students and staff of the national education and training system, professional tertiary education and higher education is also extended to the school year and the academic year 2024-2025.
Refinancing of the FEN – The National Emergency Fund is increased by 150 million euros for the year 2024 for general purposes.
University – 50 million euros from the fund for the ordinary financing of state universities are made available for research activities.
Colleges of Merit – The allocation entered in the budget forecast of the Ministry of University and Research and intended for accredited colleges of merit is increased, for the year 2024, by 1 million euros.
Cultural activities – In order to celebrate the history, culture and art of the city of Naples and its contribution to the development of the Italian historical and artistic heritage on the occasion of the twenty-fifth centenary of the foundation of ancient Neapolis (December 21, 475 BC), the National Committee “Neapolis 2500” is established. The Committee is allocated a contribution of 1 million euros for the year 2024. In order to support the realization of cultural events within the initiatives for the European Capital of Culture 2025, a contribution of 3 million euros is allocated to the Municipality of Gorizia for 2024.
Investments in foreign countries – Applications for subsidized financing relating to companies that are permanently present, export or source their supplies from the African continent (Article 10, paragraph 1, of Legislative Decree no. 89 of 29 June 2024 and the fund referred to in Article 2, first paragraph, of Legislative Decree no. 251 of 28 May 1981) submitted up to 31 December 2025 are exempt from the guarantee, at the request of the applicant.
Ski areas and districts of the Apennine ridge – In order to counter the crisis caused by the lack of snowfall and the consequent decrease in tourist presence, in the period from 1 November 2023 to 31 March 2024, in the mountain municipalities of the Apennines, a non-repayable contribution is recognized, in compliance with European legislation on State aid, in favor of operators of tourist-accommodation activities connected to skiing, who carry out their activity in the municipalities located within the districts and areas of the Apennine ridge. To this end, the expenditure of 13,000,000 euros is authorized for the year 2024.
Scampia – The decree allocates over 3 million euros to the Municipality of Naples to be used for contributions for the independent accommodation of the families who own the real estate units of the building complex called “Le Vele”, Vela celeste B, in the Scampia area, which is the subject of eviction orders for uninhabitability adopted by the competent authorities following the collapse that occurred on 22 July 2024.
Finally, the text provides for specific measures regarding deferral of tax deadlines, in support of local authorities, for Ilva, on the subject of the National Complementary Plan, renegotiation of loans by local authorities, publicly controlled companies and implementation of the PNRR measures.
