Cdm, strategic interest in AWS 1.2 billion investment. Urso: step towards digital sovereignty

Budget law government meets employers associations at Palazzo Chigi

(Finance) – Il Council of Ministers approved, today, the resolution declaring the inational strategic interest of the initial investment program from 1.2 billion euros presented by Amazon Web Services (AWS), to establish and expand cloud infrastructure and services in Italy.

This is the second application of the art. 13 of Legislative Decree 104/2023, after the resolution of 27 September relating to the company’s investment program Silicon Boxthe first for the cloud infrastructure sector, strategic in supporting Italy’s digital evolution and economic growth. The law allows the Council of Ministers, upon proposal of the Minister of Business and Made in Italy, to declare a foreign investment program in Italy of no less than one billion euros of pre-eminent national interest.

The resolution opens up to the appointment of a Extraordinary government commissionerequipped with ordinance powers also in derogation of current legislation, with the task of issuing a “single authorization“. The authorization brings together all the necessary acts required by current legislation, indispensable for the execution of the works linked to the implementation of the programme, thus speeding up the timescales.

Specifically, Amazon Web Services’ investment program includes the construction of new ones infrastructure cloud in the Metropolitan Area of Milanto integrate the already existing ones launched in Lombardy in April 2020.

The investment will have a significant impact on job creation and economic development in the area, with an estimated impact of approximately 1,100 new jobs in the next five years. Furthermore, it will significantly contribute to capacity building data management of the country system, with positive effects on technologically advanced sectors such as artificial intelligence, cloud services, cybersecurity and air and land mobility, allowing public and private entities to satisfy their digital sovereignty needs.
