The Council of State has definitively authorized the sale and consumption of hemp flowers loaded with cannabidiol, the non-psychotropic compound of cannabis.
This is a win for CBD consumers. This Thursday, the Council of State decided to revoke the government decree published in December 2021 which prohibited the sale and consumption of flowers loaded with cannabidiol (CBD).
No health risks
While the government wanted to ban the sale of flowers – because this authorization represented a public health problem and would have made police checks more complicated – the highest administrative court ruled “for” the marketing of CBD.
“It has not been established that the consumption of the flowers and leaves of these varieties of cannabis”, whose THC content is below the legal limit of 0.3%“would entail risks for public health.”
The Council of State thus puts an end to the legal vagueness which surrounds this plant since 2014.
The public institution further clarifies that legal and illegal flowers could easily be differentiated by police officers”with quick and inexpensive tests to identify varieties with amazing properties“.
