In his statement, Putin said, “Today, we are making a real peace offer to Ukraine again. We are offering to establish a temporary ceasefire and end the conflicts, not to freeze the issue.” On the other hand, Putin stated that they were not invited to the conference in Switzerland and said, “It is impossible to find a solution to Ukraine and European security without Russia and without establishing an open and responsible dialogue with us.”
