In his letter, Russian Foreign Minister Sergey Lavrov stated that they expect a response from Western countries regarding their security-related obligations within the framework of the Organization for Security and Cooperation in Europe (OSCE).

Stating that they are worried about the increase in military-political tensions near the Russian borders, Lavrov reminded that on December 15, 2021, he sent two draft agreements with the United States to NATO, which included proposals for various security guarantees.
Noting that the USA and NATO sent written responses to these proposals, Lavrov said, “The responses of the USA and NATO reveal important differences in understanding about the principle of equal and indivisible security, which is the basis of the entire European security architecture. “EVERY OSCE COUNTRY HAS THE EQUAL RIGHT TO SECURITY”
Noting that the documents of the Organization for Security and Cooperation in Europe (OSCE) summits held in Istanbul in 1999 and in Astana in 2010, the fundamental rights and obligations of the member states regarding the indivisibility of security are included, and said:
“Western countries choose the elements they need, that is, they use the states’ right to freely choose alliances only for their own security and act shamefully according to their development. The principle of indivisibility of security is selectively used to justify NATO’s irresponsible expansionary policy. “
“Things won’t work like that. Agreements on the indivisibility of security mean that security is either for everyone or for no one. The document signed in Istanbul stipulates that not only NATO countries but also every OSCE country have equal security rights.”
“WE WAITING FOR ANSWER”
Stating that NATO took actions to use force outside the principles of the United Nations Security Council (UNSC), Lavrov emphasized that this was contrary to basic European documents.
Lavrov used the following statements:
“The West is trying to unilaterally revise these diplomatic achievements of all OSCE country leaders in its favor. This raises deep concerns. The situation requires an honest statement of position. How exactly do your governments plan to fulfill this obligation in practice in modern conditions? This “We are waiting for answers to questions.
