According to the newspaper, the parties are considering establishing separate funds to finance the renovation of the German armed forces and the country’s infrastructure.

The funds are designed as emergency expenditure outside the federal budget, so they are not limited by the Debt Brake recorded in the German Constitution. The debt brake limits the annual structural deficit of the German state economy to 0.35 % relative to GDP.
