In Kalla fakta’s examination of the bathhouse consultant Mille Örnmark, it appears that he appears to have favored his own interests when he bypassed a public procurement of a water slide for Kiruna’s new swimming hall – which was purchased for SEK 11.5 million.
– We would not have made this purchase if we had known the circumstances, we do not want to be part of the mess, says Martin Saadio, project manager at the contractor Caverion
Cold facts have reviewed in several different parts the bathhouse consultant Mille Örnmark, which is involved in several large multi-billion dollar projects to renovate or build new swimming pools.
After Kalla fakta’s review of the bathhouse construction in Kiruna, Örnmark has received harsh criticism for having contributed to the construction being delayed and costing hundreds of millions. It has also emerged in Kalla fakta’s review that he has lied about his merits during procurements in a number of municipalities.
Now questions are being raised about the purchase of a water slide for 11.5 million in Kiruna.
Wanted to benefit his company
The purchase was preceded by several trips where it appears that Mille Örnmark wanted to benefit a company he himself has clear connections to. He previously sat on the company’s board, and still sits on six different company boards together with the company’s manager.
The company also has a debt of 2.3 million to one of Örnmark’s companies.
– We did not know about the general consultant’s connection to the supplier, says Martin Saadio.
During a procurement led by Örnmark, the company was selected as supplier, but the Administrative Court rejected the deal. Instead of redoing the procurement process, it was withdrawn, and Caverion, one of the building’s contractors, was convinced to buy the waterslide from the company in question.
– The background was one hundred percent communicated to the person who bought the water slide, says Mille Örnmark to TV4.
Did not tell about his connections
But according to Kalla fakta’s information, that is not true. Örnmark did not tell about the history of the failed procurement, about his connections to the company – or about the company’s debt to his own company, according to the project manager at Caverion who made the purchase.
Kiruna municipality also reacts to TV4’s information.
– This is not something that has come to light before. We haven’t had a good look, it’s nothing to be hypocritical about, says Johan Bergstad, municipal director in Kiruna.
