Auto, incentives do not reverse the trend: registrations still in red in June

Auto incentives do not reverse the trend registrations still in

(Finance) – The Ministry of Infrastructure and Sustainable Mobility has released data on car registrations for the month of June 2022. They were registered last month 127,209 cars compared to the 149,670 registrations registered in the same month of the previous year, equal to a decrease of 15.01%. There were 370,840 transfers of ownership compared to 304,025 transfers recorded in June 2021, with an increase of 21.98%. The global volume of monthly sales, equal to 498,049, involved 25.54% new cars and 74.46% used cars.

“The opening of the platform for the booking of incentiveslast May 25, did not generate a real turnaround, nor could it have been able in such a short time, by acting exclusively on prompt deliveries, a minimal portion of the market “, reads a note from Unrae.”Unrae has already expressed satisfaction – following the pressing and repeated requests to
Government – for the extension of the terms of confirmation of the reservations of the incentives – continues the note – increased from 180 to 270 days, valid for the 2022 incentives but for those of 2021 applicable only to vehicles booked from 1 October 2021 “.

“The new term is undoubtedly more appropriate to the real situation, and releases operators and consumers from extreme uncertainty regarding the actual possibility of benefiting from the incentives”, commented the President of UNRAE Michele Crisci. After the rapid exhaustion of the fund for incentives intended for the range 61-135 g / Km, on the other hand, there is a slow draft for the cars 0-20 g / Km and 21-60 g / Km: a very reduced use by private customers, the only ones admitted to benefit from the support. The same goes for the tiny portion reserved for car sharing, which is normally sourced from renters, excluded from the incentives. At this rate, just over a month after the start of the incentivesthe projection for the end of the year indicates a lack of use of funds equal to 60% for the 0-20 g / km range and 80% for the 21-60 g / km range.

“In this situation – second Gian Primo Quaglianopresident of the Promotor Study Center -, an immediate intervention by the Government would be desirable to modify the Decree of 6 April which has an inadequate allocation to support cars with emissions of CO2 from 61 to 135 grams per kilometer and an exuberant allocation for cars with emissions from 0 to 60 grams of CO2 per kilometer. Without modifying the overall budget, the effects of the bankruptcy that has already emerged could be contained by making all the residual appropriations currently remaining in a single allocation common to cars with emissions from 0 to 135 grams of CO2 per kilometer and providing for the possibility of accessing incentives to people legal also for uses other than car sharing. The latter measure could be of great use for electric solutions or solutions with very low emission levels given that the propensity to buy cars of this type of legal persons is higher than that of natural persons “.

Given the severity of the situation for the car market, which shows no signs of improving, but which could even worsen further with catastrophic effects, Gian Primo Quagliano also believes it necessary that the Government, in addition to redesigning the measure on the incentives with the changes just suggested, also intervene again to significantly increase the overall allocation to support the car market in 2022.
