Customized, but necessary, says animal law lawyer Boissevain. “If we as a society keep claiming that it is ‘up to the owner’, then that owner must also be held legally responsible for the damage that his or her dogs cause,” says Boissevain. “If it can cost the life of their own dog, hopefully the owners of dangerous dogs will do more about prevention.”
