During his nine years as chairman of 08fri (Gotland and Stockholm Athletics Association), until 2019, Johan Storåker received SEK 600,000 in fees, without the rest of the board knowing about it, and where the invoices were also marked as confidential.
Storåker’s assignment was also non-profit and he has always denied having violated any rules and statutes by receiving compensation.
– It is important, for the facts to be correct, to point out that I was not an employee or employee, with any employment contract. Therefore, no charter error has been committed, Storåkers has said before.
Earlier this year, Storåkers was also acquitted in Stockholm’s athletics’ own investigation into whether he had broken any rules. But the case was taken further when Storåkers was reported to the Swedish Sports Board, Rin.

Now Rin has come up with a decision.
Storåkers, chairman of the Swedish Athletics Association since 2019 and who was re-elected this spring after much criticism, is released.
In the decision that TT took note of, a central question has been whether Storåkers was an employee in 08fri during the time he was also elected chairman of the district for the district.
“The fact that financial compensation was paid in the form of taxable salary does not alone mean that a person is employed in the organization”, it says in the decision where Rin also writes that it has not been shown that Storåkers had a position as an employee in 08fri during the time he was Chairman of the Board.
No statute error
The decision also states that Storåkers did not commit any statutory error.
“It is up to each association and union to decide to what extent the organization can and wants to replace otherwise non-profit leaders financially,” writes Rin.
When it comes to confidential invoices, Rin writes:
“The fact that some of the payments were marked ‘confidential’ is irrelevant in this context as the board and auditors always have the right to access all documentation in the organization.”
Rin concludes that the report must be submitted without approval and that the decision may not be appealed.
