Arnie plays a former special forces officer with the great name of John Matrix, who has retired from the military to live a peaceful life with his young daughter Jenny (Alyssa Milano). Henchmen of Latin American dictator Arius (Dan Hedaya) kidnap his daughter to force Matrix to kill the new president of Val Verde.

But Matrix can’t be turned into a puppet that easily and that’s how he takes the matter as a one-man army into his own, heavily armed hands. On the way to save his daughter and overthrow Arius, the flight operator Cindy (Rae Dawn Chong) is also drawn into the matter and his former colleague Bennett (Vernon Wells) turns out to be the final opponent.
