Amnesty International condemns abuses by state funded militia in Tripoli

According to the NGO, this militia engages in homicides, arbitrary detentions, acts of torture, forced labor and other human rights violations. This report is based on testimonies collected by an Amnesty delegation which visited the site in February 2022.

The militia challenged by Amnesty is called the Stability Support Authority (SSA). It was created by government decree in January 2021 and is led by one of the most powerful leaders in Tripoli, Abdel Ghani al-Kikli, alias Ghneiwa. He was appointed to head this force despite his heavy past, charged with serious crimes and abuses perpetrated under his command.

According to Amnesty International, “ legitimizing militia leaders and paying them a state salary without question only increases their power to continue trampling on the rights of others with impunity. »

The men under the command of Ghneiwa have been terrorizing the inhabitants of the capital for 10 years, especially in Abou Slim, the headquarters of this militia, the organization says. Exactions are also committed against migrants in detention centers controlled by this group.

To end impunity, Amnesty calls on the authorities in Tripoli to prosecute Abdel Ghani al-Kikli for his crimes. The correspondence addressed last April to the Libyan authorities remained a dead letter.
