How does the purchase protection work?

Purchase protection means that the person who buys a home must live in it himself. With this rule, the government wants to prevent private investors with capital from buying houses in order to rent them out. Starters and other home seekers cannot bid against this and are therefore pushed out of the market. Moreover, it often happens that slum landlords charge high rents.
