Airbnb is once again in the sights of parliamentarians. Three deputies and a senator presented, Tuesday, May 2, “transpartisan” proposals to further regulate the rentals of Airbnb-type tourist accommodation in France, hoping to draw regulatory changes from them.

MPs Julien Bayou (EELV, Paris), Christophe Plassard (Horizons, Charente-Maritime), Iñaki Echaniz (PS, Pyrénées-Atlantiques), as well as Senator Max Brisson (LR), detailed seven proposals to limit the impact of these rentals on the availability of accommodation in tourist areas.

For these parliamentarians, the “disproportionate multiplication of tourist rentals” of the Airbnb type has a “deleterious” impact on their territories, and leads to a “tsunami of disappearance of housing”, while France has 4.1 million people who are poorly housed according to the Abbé Pierre Foundation.

86 million nights booked in 2022

Airbnb offers around 500,000 rental accommodations across France, according to 2021 figures reported by the newspaper The cross. According to AirDNA estimates, a platform specializing in the analysis of Airbnb statistical data, 86 million nights were booked on Airbnb and Abritel in France in 2022. This is 29% more than the previous year and 26% more than in 2019.

In Paris, the town hall counted 43,000 declared ads for tourist furnished rentals last October. The capital has thus observed a decline of 7,000 Airbnb ads in two years, one year after tightening its regulations vis-à-vis this type of platform.

Rental prices have also become “maddening”, denounce the parliamentarians. From 120 to 90 nights authorized per year

Among the proposals of parliamentarians, they want to reduce from 120 to 90 the number of overnight stays authorized per year for tourist rentals and the extension of this obligation to second homes. They also want to reform the taxation of second homes, to allow local elected officials to tax them more without harming residents year-round.

The three deputies and the senator also want to extend the ban on renting thermal colanders to furnished tourist accommodation. The Minister Delegate for the City and Housing, Olivier Klein, had already promised this extension in October, but the announcement has so far not been followed up.

Finally, the parliamentarians called for more checks on the fraudulent practices of landlords, such as misguided “mobility leases” (concluded with a tenant considered to be a temporary occupant), or abusive sales leave, aimed at getting rid of a tenant in high season. .
