A year ago, the provinces were instructed to have a first version of nitrogen plans before July 1 of this year. This plan is called the Utrecht Rural Area Program (UPLG). Earlier, the province said that it is an outline plan, because the agricultural agreement has not yet been reached. Now that the LTO has left the national consultations, the talks about the agricultural agreement have ceased, because the rest of the parties at the table do not want to continue without LTO, the largest agricultural organization.
