What is the scale-up discount?
The scale-up discount was devised in 2015 to encourage municipalities to merge. As a result, municipalities had to become larger and therefore more economical. The government therefore also gave less money to municipalities and provinces.
The province of Utrecht says that it soon became apparent that municipalities were not becoming more economical, causing shortages.
