This is a record since the ceilings were raised in 2012. The outstanding amount of Livret A and Sustainable and Solidarity Development Livrets (LDDS) increased by 55.15 billion euros in 2023, according to data published this Tuesday 23 January by the Caisse des Dépôts (CDC).

The total outstanding amount of these two tax-exempt savings accounts stood at 564.9 billion euros as of December 31, 2023, compared to 509.7 billion a year earlier (+10.8%). In detail, the deposits of French savers exceeded the withdrawals of 39.91 billion euros from these two savings accounts with very similar characteristics, to which are added 15.24 billion euros in interest.

For Livret A alone, deposits even break a record. Interest paid during the year 2023 (15.24 billion euros) broke records, especially as the rate rose to 3% on February 1. The month of December was good for these two booklets, with 3 billion collected.

In December, Livret A alone totaled more than 415 billion euros collected.

Last week, the Ministry of the Economy confirmed the maintenance at 3% of the Livret A rate, frozen until January 2025, and the reduction in that of the Popular Savings Booklet (LEP), reserved for the most modest, at 5 %. This very political decision is presented as the result of a compromise between the defense of the purchasing power of the least advantaged savers and the financial health of social housing stakeholders.
