Strategy players live their power fantasies in 4x games. One of the most reliable suppliers for such “I conquer the world” dreams is paradoxical interactive. The work in Barcelona has been working in a new game for years, in which everyone assumes that it will be Europe Universalis V. Now you have presented a new mechanics in which every despot of the world is already dreaming.
What kind of game is that? Officially, the game is called “Project Caesar”, is developed by Paradox Tinto and nobody knows what exactly is hidden behind the mysterious project.
Unofficially, it is clear to everyone that the game must be “Europa Universalis V”.
Europa Universalis is one of the flagship series of paradox: the series of historical strategy games simulates the world between the 15th and the 18th century. The current Europa Universalis IV was released in 2013 and has received so many DLCs in the past 12 years that you have to leaf through almost € 400 on Steam to get everything.
Europa Universalis V has not yet been officially announced, but what you know about the game so far already sounds fantastic: Europe Universalis V should simulate the world between 1337 and 1821. Central Europe alone is supposed to decrease in 357 nations.

This swipe is paradoxical: On February 12, Paradox introduced a system in a new blog post on how to form new nations in Project Caesar (via paradox).
The developers of Paradox hid a small swipe to CIV 7 in the announcement. The text begins:
“Instead of changing your country automatically with every age, you change your nation by fulfilling certain goals. Usually you have to check a certain percentage of a predefined group of places, for example, Scandinavia needs 75 % of the places in the Scandinavia region. ”
The Despot of the world wants an ever increasing throne
That is the previous power fantasy: In previous games it was the case that you could climb up as a rich and form ever larger nations, but at some point it is over.
As a small county in Ireland (Tier 0) you can first form a duchy (Tier 1), then the nation Ireland (Tier 2) and finally shape the UK (Tier 3), but then it is already over. The whole system of founding new nations is an individual case decision in Europe Universalis IV and usually reaches its limits quickly.
In order to form the next largest nation, you usually have to meet certain requirements: it is about land ownership or a certain culture, religion or a technical level. For some nations you also have to complete complicated events or win wars.
Those who form such a new nation usually have special bonuses, combine more cultural groups or even get new tech and mission trees.
The highest goal in Europe Universalis V is to become Europe
That is the previous power fantasy: In the supposed Europe Universalis V, however, a mechanics have now been presented that even goes up to Tier 5. You will not only form nations that were historical, but even nations that would be historically conceivable. However, it only exists if the player optionally decides – he can also choose the setting that there is only “actual” countries.
What is the ultimate goal? The ultimate goal in Europe Universalis V will be apparent to form an “Tier V” region-namely Europe. There are many ways to achieve this goal.
One possibility would be: you start as an animal-0 country, maybe somewhere in Ireland. Now you conquer some neighboring provinces and form the animal 1-nation Connacht.
Now you get your neighboring provinces and get in until you become an Ireland animal-2-nation.
Now there are Scotland, Wales and England. Once the power has been consolidated, you rose to the Tier-3-nation Great Britain.
Now it would be possible to grab Sweden, Denmark and Norway. Now you call the Ahistorical “Kingdom of the North Sea”, which consists of Great Britain and Scandinavia. But that is also an animal 3 kingdom. In EU V it will be possible to form higher or equivalent empires, you just shouldn’t downgrade – i.e. go back from Great Britain to England.
The next goal could be to form an animal 4-nation: for example the Holy Roman Empire, Byzantium or the “Ahistorical” Rome: You would revive the rich old Latin again.
The ultimate fantasy of power is to form an animal 5-nation: Europe itself.
That is a fantasy of power that is appropriate for a Europe universalis.

That is behind it: In the 4x strategy games of paradox, there are no such right destinations, but only goals that you are as a player. “Usually” in Europe Universalis IV is the whole game in a successful game as France, but it is just a gigantic France that is in the south and Istanbul in the east from London to Africa and still includes South America and North America .
