GOVERNMENT. New names likely to enter the government of Elisabeth Borne are circulating. The suspense should end quickly, the formalization being hoped for this Thursday. Live news.
08:03 – New names circulating
Since the beginning of the week, it is the ball of the government lists. Ministerial architectures circulate in messaging loops, particularly within the media, without too much seriousness and with a particularly vague origin. Ministries are assigned to personalities, thus fueling rumours. Enough to make many names appear and come out, even if some come back insistently and some profiles have appeared in recent hours.
07:50 – The new government, is it for today?
Less than 72 hours after the appointment of Elisabeth Borne as Prime Minister, will the new government finally be unveiled? At present, no certainty on the subject. The Elysée, like Matignon, gives no indication. However, it’s a safe bet that the names of the future ministers will be known during the day. Indeed, a Council of Ministers will be convened before the end of the week, organized after all the transfers of power, thus tightening the calendar.
07:47 – Hello everyone!
Hello everyone and welcome to Linternaute to follow with us the latest rumours, comments and other dealings concerning the formation of the future government of Elisabeth Borne.
05/18/22 – 11:34 p.m. – These personalities consulted by Elisabeth Borne with a view to forming her government
END OF LIVE – If contrary to expectations the Borne government was not announced this Wednesday, May 18, the new Prime Minister has not been idle for all that. After having lunch and then dinner with Emmanuel Macron on Tuesday, Elisabeth Borne consulted several of her predecessors at Matignon today. Édouard Philippe and Bernard Cazeneuve have indeed exchanged with her, as have various executives of the majority, including François Bayrou, Richard Ferrand, Christophe Castaner or even Stanislas Guerini. But that’s not all, as Le Figaro reports, Elisabeth Borne also consulted the President of the Senate, Gérard Larcher, as well as representatives of the social partners, but also of associations of elected officials.
05/18/22 – 11:02 p.m. – Who is Catherine Vautrin, expected to appear in the new government?
She is one of the names that come up regularly. The “hearsay”, in particular the newspaper Politico, give Catherine Vautrin, Sarkozyst of the first hour, in good position to win her place in the government. Ex-treasurer of the UMP, she had even been approached to become the Prime Minister … Before being overtaken by Élisabeth Borne, whom she nevertheless wanted to congratulate in a tweet: “A woman at the Élysée, finally!”
Who is Catherine Vautrin? Engaged very early in politics by joining the RPR at the age of 20, she was Deputy Director General of Services at the Champagne-Ardenne Regional Council from 2000 to 2002. She then sat as a Member of Parliament, before joining the government. of Jean-Pierre Raffarin, and to remain in that of Jacques Chirac. The moment of glory came in 2012, when she became national treasurer of the UMP. Having remained close to Jean-François Copé and Nicolas Sarkozy, she would therefore be a symbolic right-wing figure in this new government.
05/18/22 – 10:33 p.m. – Éric Dupond-Moretti about to leave?
If the Keeper of the Seals would like to remain in post, Éric Dupond-Moretti would be closer to the exit than to a renewal, say the rumors. His new indictment for illegal taking of interests seems to be the perfect excuse to get rid of him. So, who to replace him? The name of the Attorney General at the Paris Court of Appeal, Rémy Heitz, is circulating. But he is not the only one. Catherine Vautrin, a time approached at Matignon, is also mentioned.
05/18/22 – 10:02 p.m. – What about Marlène Schiappa?
Personality particularly publicized during the previous five-year term of Emmanuel Macron, Marlène Schiappa should not be part of the members of the Borne government. As L’Express reports, the secretary general of the Élysée, Alexis Kohler, who received her, would indeed have asked her: “What do you want to do next? We will help you.” Enough to leave little doubt about his future in a future government …
05/18/22 – 9:34 p.m. – Clément Beaune in the Budget?
This is a rumor that would be particularly credible, according to Nice-Matin. Clément Beaune could, according to the regional daily, be a good replacement for the departure of Olivier Dussopt. Describing him as a “left guarantor” of the upcoming Borne government, Nice-Matin recalls that Clément Beaune began his career in the Budget Department in the past. He was assistant to the head of the office of finance laws.
05/18/22 – 8:58 p.m. – Are the French satisfied with the appointment of Elisabeth Borne at Matignon?
While the new government of Emmanuel Macron is long overdue, a poll, carried out by Ifop-Fiducial for LCI, indicates this Wednesday evening that the French have mixed opinions on the appointment of Elisabeth Borne as Prime Minister. Thus, they would be only 47% to say they are “satisfied”. In detail, we speak of 40% of “rather satisfied” and only 7% of “very satisfied”. On the side of the refractory, 31% say “not really satisfied” and 22% “not satisfied at all”.
05/18/22 – 8:27 p.m. – Does Olivier Véran have a chance of remaining minister?
Tick, tock, tick, tock… The clock is ticking and still no white smoke on the horizon. But by the way, what about the rumors about the Minister of Health, Olivier Veran? If this one would see itself continuing, many observers believe that it has become, in spite of itself, one of the faces of the Covid-19 epidemic that all French people would like to put behind them once and for all. An image that should therefore not play in its favor. As for a retraining in another ministry, the scenario seems even more difficult to envisage for the trained neurologist.
The formula is used extensively and mostly searched on the web in such a political sequence. However, “Macron Government” is not quite accurate to designate all the ministers responsible for implementing the policy of the President of the Republic. It is even false from a constitutional point of view. Because Article 8 clearly establishes that it is up to the Prime Minister to form a government and to propose it to the Head of State, who then appoints the ministers. Moreover, in the press release from the Elysée formalizing the appointment of Elisabeth Borne, it is clearly indicated that Emmanuel Macron “has given her the task of forming a Government.” But in fact, the Matignon tenant’s room for maneuver is very limited. “Proposing is formal. Everything is done before, at the Élysée. The President may have consulted the Prime Minister. But it is the President who has the decision. There is no margin, because the President appoints and dismisses the Prime Minister. The Prime Minister can have ideas but, at the end of the day, it is the President who decides”, explained to Linternaute Roger Karoutchi, 1st Vice-President of the Senate and former Secretary of State responsible for Relations with Parliament at the start of Nicolas Sarkozy’s five-year term. Joining the terms “government” and “Macron” is therefore improper with regard to the texts but represents more the reality behind the political scenes. However, it is now appropriate to speak of a “Born government”.
This is now the question to which a quick answer should be given: which ministers will be appointed alongside Elisabeth Borne to form the new government? For now, it’s just speculation. Many names are springing up all over the place, with more or less seriousness. While the names outside the now ex-Castex government are multiplying (read the details here), (temporarily?) former ministers also aspire to retain a function. The suitors are numerous but the places will be rare, Emmanuel Macron having promised a major reorganization.
Elisabeth Borne is now officially Prime Minister and responsible for forming a government, discussions with Emmanuel Macron will begin to determine the future ministerial framework and choose the personalities named, as well as the perimeters of their portfolios. How long can this take? If the negotiations between the President of the Republic and his head of government should not drag on, tax, legal and conflict of interest checks must be carried out before formalizing all the names. If the new government could be appointed on Tuesday, the formalization should take place on Wednesday May 18, 2022.
