The government is preparing a booklet for the population on the practices to be adopted to prepare and react in the event of a crisis, whether it is an industrial accident or a serious climate event, AFP, concordant sources on Tuesday, March 18.

This booklet is produced by the General Secretariat of Defense and National Security (SGDSN). It must be finalized in the spring and is “within the framework of the national resilience strategy” (SNR) of April 2022, according to a government source. Since 2008, the SNR has been defined as “the will and the capacity of a country, society and the public authorities to resist the consequences of an assault or a major disaster”. This aims to “better prepare France, its companies and its citizens for these shocks, to last long-term, collectively and in depth in the face of crises”.

The spectrum of disasters mentioned also concerns the reaction to an industrial accident or a radioactive leak, a flood or an epidemic.

A booklet to commit to the benefit of the community

The booklet also evokes, among other crises, the case of the armed conflict but it is “absolutely not” to prepare the population for the perspective of a war, unlike Sweden which published a brochure last year in this sense for its citizens, insisted a source close to the file.

In fact, the SNR was developed after the Pandemic of Covid-19 and continues much wider aims. It defines 63 actions around three objectives, namely: preparing the State in the face of crises, developing the means to deal with it and “adapt public communication to the challenges of resilience”. An integral part of this strategy, the booklet aims to explain to the French how to protect itself. It also aims to encourage them to commit to the benefit of the community, whether it be firefighters, the military, health reserve or even civil security.

Although this strategy is not a preparation essentially turned towards war, this announcement comes in a context of great geopolitical upheavals. An instability which was notably accentuated by the arrival of Donald Trump at the White House and his policy of dialogue with Russia, pushing the European Chancellery to consider sovereignty without the use of the United States. This is evidenced by the words of the president of France, Emmanuel Macron, who on March 5, during his speech declared to the French: “The fatherland needs you.”
