The decision is a response that the Canadian province of Ontario raised the tax on exported electricity to the United States by 25 percent. It affects about 1.5 Americans in Michigan, Minnesota and New York.
Doug Ford, provincial leader in Ontario, has also opened to completely stop electricity exports to the United States.
