The decree signed by Putin was published in the Russian State Law Information System.
Accordingly, Aleksandr Darçiyev, Director of the North Atlantic Department of the Russian Ministry of Foreign Affairs, was appointed as the Russian Ambassador to Washington and the permanent observer of the American States organization in Washington.
