Utrecht has been struggling for years in facilitating sex work in the city. After closing the prostitution names on the Zandpad and in the Hardebollenstraat and the softening of the Tippelzone along the Europalaan, there was hardly any room for sex workers to practice their legal profession. Attempts to create a new area near the Zandpad where sex workers could get started failed time and time again. After a committee led by former minister Winnie Sorgdrager in 2022 provided advice, there was a shot in the case.
