According to NCT’s full -year assessment for 2025, Sweden has gradually become less mentioned in propaganda as a terror case since 2023 when Sweden went from being a legitimate to a priority goal and the terror level was raised.
The reason for the shift in 2023 was due to the Qur’an burns that took place during the year and the disinformation campaign that portrayed Sweden as Islamic.

However, the perception of Sweden as an Islamic remains and is likely to exist, NCT writes.
In the full -year assessment, NCT also notes that the terrorist threat to Sweden in 2025 is still likely to come from sole -performing actors who act on the basis of violent Islamism or right -wing extremism.
Although the propaganda has subsided, the terror threat level remains on a four on the five -degree scale. A contributing reason is that foreign powers such as Russia and Iran are considered prepared to commit documents that could be classified as terrorist offenses.
