The draft state budget for 2025 was definitively adopted this Thursday, February 6 in Parliament, after a final vote of the Senate who came to complete the tumultuous course of this text suspended in December by the censorship of the government of Michel Barnier. Resumed by the new Prime Minister François Bayrou, who resisted on Wednesday at two motions of censorship of the rebellious, the finance bill was definitively validated Thursday by the upper chamber, dominated by a right-centist alliance, to 219 votes against 107 .
The text was the subject of an agreement on Friday between the two chambers of Parliament, found during a joint joint committee of fourteen hours, bringing together seven senators and seven deputies. It was this version of compromise that was subjected to the Senate. A last step without suspense before the promulgation of the text.
If the left and the national rally opposed it, the choice of deputies of the Socialist Party and the RN not to vote the censorship allowed the budget to be adopted, via the use of article 49.3 to the National Assembly.
“The ideal of no party”
The Minister of the Economy Éric Lombard praised in the Senate the adoption of a “financial recovery text” which seeks to bring the public deficit to 5.4 % of GDP in 2025 with “an never -made effort” of 30 billion euros in savings and 20 billion euros “of tax increases proportional to the contributory capacities of each”. He particularly praised the elected socialists, who “had the courage of the compromise and non-censorship”. The Minister of Relations with Parliament, Patrick Mignola, underlined the “responsibility of parliamentarians who, without denying their differences, favored the interest of their country and stability”.
“We have collectively proven that it was possible to discuss, debate, oppose, but without blocking the country,” added the Minister of Public Accounts Amélie de Montchalin. “This budget is not the ideal of any party but it is up to the situation of the country. It again makes confidence and action in our country possible,” added the latter on X.
Planer strokes for all ministries
Among its flagship measures, the state budget for 2025 provides for several exceptional and temporary contributions on large companies and the wealthiest households, an effort of around 2.2 billion euros requested from local authorities, the restoration of 4,000 threatened teachers positions. It targets almost all ministries who see their budgets planed, sometimes several hundred million euros, with rare exceptions.
This finance bill “marks a budgeting collapse passed to start an essential recovery”, was satisfied with the general rapporteur of the budget in the Senate, Jean-François Husson (LR). Communist groups, environmentalist and socialist logically voted against. But even if “the account is not there”, “the prolonged absence of budget is a risk for our economy, which would first pay the most vulnerable,” said the socialist Thierry Cozic, justifying the choice of the PS of Do not censor François Bayrou.
Another budgetary step is now awaiting Parliament with the social security budget, which is currently the subject of a 49.3 and a new censorship motion in the National Assembly.
