Deputies and senators agree on a common version of the state budget
The version of the CMP is very close to the arbitrations of the two leaders of the government coalition for these discussions, Senator Jean-François Husson (LR) and deputy David Amiel (Renaissance), few concessions having been torn off by the PS. It must, as expected, make it possible to contain the budget deficit to 5.4 %, according to Renaissance.
The work of this conclave, which had started on Thursday morning, took place without a hitch, the government camp, the majority, voting without firing the proposals for the editorial staff of Jean-François Husson and David Amiel.
The budget having been rejected in the fall by the National Assembly, the CMP largely confirmed the copy adopted on January 23 in the Senate, a version generally quite faithful to the initial proposals of former Prime Minister Michel Barnier, taken up by François Bayrou. Especially on the component dedicated to recipes. There are therefore measures announced in the fall, such as the temporary effort on the wealthiest household income tax (2 billion euros expected) and the “exceptional contribution” on the profits of large companies (8 billions). This effort was limited to the year 2025 alone, against 2026 in the “Barnier version”.
State medical aid: Agreement on a drop of 111 million euros in credits
Rare apple of contention between the right and the macronists, the question of state medical aid. Thus clashed two proposals, that of Jean-François Husson and the senators (-200 million euros on 1.3 billion), and that of David Amiel (-111 million euros, or the maintenance of credits of 2024 ), according to parliamentary sources. It is ultimately this one that was adopted.
The socialists, who demanded the maintenance of credits up to what the initial version of the bill, at 1.3 billion, proposed voted for the amendment of David Amiel for lack of being able to have theirs adopted, and for fear that the version of the Senate is not essential. Above all, the criteria of access to the soul were not modified as wished by the right and the RN, and as the PS feared.
Details of the budget cuts
In addition to the Soul, the Bayrou government has enrolled many plane strokes in the budget of several ministries. Public aid for development, ecology, culture, agriculture, research and higher education … The cuts amount to several hundred millions of euros each time, despite some gestures on the prevention of natural disasters, the Green Fund or the Budget of Enthus -Mer, upgraded to respond in particular to the reconstruction of Mayotte.
The financial effort requested from local authorities, it has been stabilized for several weeks on the version of the Senate, or around 2.2 billion euros requested from the territories. With, for the departments, the possibility of raising the ceiling for notaries (DMTO) of 0.5 point, except for first-time buyers. For regions, the possibility of leaving companies a “mobility payment” up to 0.2 %, voted in the Senate, saw its rate reduced to 0.15 %.
The Government has also given up extending three days of deficiency in the event of sick leave of public service agents, but the compensation rate was reduced to 90 % instead of 100 %.
The state budget is “worse than the barnier budget”, castigates Eric Coquerel
The agreement reached by parliamentarians in a joint joint committee gives birth to a draft state budget for 2025 which will be “worse than the Barnier budget”, denounced the rebellious president of the finance committee of the Assembly, Eric Eric Coquerel. “The revenues drop by 6.2 billion euros compared to the Barnier budget” and the budget cuts “increase by 6.4 billion euros” compared to the project of the previous Prime Minister, calculated the LFI deputy, castigating a “Unprecedented austerity cure” and calling on the oppositions to be “coherent” by censoring the government of François Bayrou.
At the end of the discussions, the socialists claimed for their part having voted against the budget, thus marking their belonging to “the opposition”, although they “managed to lessen what the sufferings or the attacks would have been In the purchasing power of retirees, patients “, according to the president of the PS group in the Assembly, Boris Vallaud, who did not rule on the question of censorship.
