An important step has been taken for the 2025 budget. The joint joint committee bringing together seven deputies and seven senators reached a compromise this Friday, January 31, according to parliamentary sources. The text will now have to be adopted by the two chambers, with a probable 49.3 from Monday in the National Assembly.
The CMP version is very close to the arbitrations of the two leaders of the government coalition for these discussions, Senator Jean-François Husson (LR) and deputy David Amiel, (Renaissance) few concessions having been torn off by the PS. It must, as expected, make it possible to contain the budget deficit to 5.4 %, according to Renaissance.
This agreement was hardly in doubt: the government camp is indeed in the majority in CMP and the two rapporteurs, the senator Jean-François Husson (LR) and the deputy David Amiel (Renaissance), had agreed on the immense majority measures.
But this is only a step on a steep path for Prime Minister François Bayrou. This common text will be examined in the hemicycle of the National Assembly on Monday, with the very likely use of article 49 paragraph 3 of the Constitution to have the text adopted without vote. A motion of censorship will then undoubtedly follow and could be examined on Wednesday. The government can still make final arbitrations by Monday and amend the text, but the Minister of Finance Éric Lombard promised in the morning on TF1 that the government “respect (Ait) the text that will come out” from the CMP.
Heated debates on the soul
Friday, the debates stretched around the very sensitive question of state medical aid (AME), a rare discord in the common base. Thus clashed two proposals, that of Jean-François Husson and the senators (-200 million euros on 1.3 billion), and that of David Amiel (-111 million euros, or the maintenance of credits of 2024 ), according to parliamentary sources. It is ultimately this one that was adopted.
The socialists, who demanded the maintenance of credits up to what the initial version of the bill, at 1.3 billion, proposed voted for the amendment of David Amiel for lack of being able to have theirs adopted, and for fear that the version of the Senate is not essential. A modification of certain criteria of access to the Soul, voted by the Senate, was also removed with a union of the voices of the left and the macronists, against those of the right and the national rally. “The AME criteria remain unchanged,” said socialist officials, welcoming “a victory” in these negotiations during which they only obtained rare concessions.
“Total humiliation of LRs on budget and immigration!” Reacted the deputy RN Jean-Philippe Tanguy on X, leader of the RN on the budget. Conversely, the rebels denounced the attitude of the PS. “Macronie and support from government cut in the soul! It is the extreme right that governs? Censorship is essential. No elected NFP can let an budget adopt,” tweeted Aurélien Le Coq, member member of the CMP.
Socialists nevertheless claim other “victories” on the Green Fund, the organic agency, daily transport and especially the restoration of 4,000 teaching positions, confirmed by the Commission. But overall, the CMP limited to sanctuarize the commitments made by François Bayrou in mid-January, refusing all the additional taxes proposed by the socialists.
