If parliamentary debates are not fully completed, two bad news looms for the nearly six million French people working for the State, whether in national education, the army, hospitals, communities or everything other public body.
First, the main question every year, the index point of civil servants. This basis for calculating remuneration only increases at the will of political wills. And in 2025, no rise on the horizon. The Minister of Public Service, Laurent Marcangeli, announced that wages would not increase this year. And this, while the index point has been frozen since July 2023 and the prices have continued to increase since. What penalize the wallet.
Another bad news, a change in rules should come into force concerning sick leave. The principle is simple: lower the remuneration of civil servants when they are stopped.
Today, when an official is on sick leave for less than three months, he receives all of his salary. Only one day, as a deficiency, is not paid to him. For 2025, the government plans to pay civil servants only 90% of their salary when they are on sick leave.
For example, Charlotte is a school teacher. She earns 2,000 euros net per month. In April, she is forced to take five days of sick leave. Over these five days, four will be paid to him because a day of deficiency applies. However, the remuneration of these four days will only be equivalent to 90% of his usual salary. Thus, April with 22 days worked (Monday-Vendredi), 17 will be paid 100% and 4 to 90%. At the end of the month, his salary will therefore only be 1873 euros. By way of comparison, with the only day of deficiency and a total maintenance of her remuneration, she would have received 1909 euros.
The aim of this change is to align the law of civil servants with that of private employees. Let us remember all the same that most corporate mutuals take care of the day of deficiency in the private sector, which is not the case in the public service, except to take the mutual of the spouse (in the private) or a more expensive personal mutual. This measure must still be adopted by deputies and senators. It could come into force in March.
