The attack on the M23 and its Rwandan allies on Goma caused two emergency meetings of the United Nations Security Council and meetings of African and European countries. The UN, the United States, China and the European Union called Kigali to withdraw its forces from the region and stop hostilities. The African Union called for “full respect” of “the territorial integrity of the DRC”, without mentioning Rwanda. An extraordinary summit of the community of Eastern African States is to open this Wednesday on the crisis in North Kivu, in which President Tshisekedi “does not plan to participate”.
