(Finance) – “How Company of Works we are satisfied that some requests, which emerged from the constant dialogue with our associated works and which we have brought to the attention of the Government and Parliament in recent months, have been taken into consideration and included in the Maneuver” – declares Andrea Dellabianca, National President of CDO. “Compagnia delle Opere is an association that has always united the three souls that characterize it most: profit, non-profit and educational works. Precisely for each of these areas we wanted to make specific requests to politics. We believe that a first essential step is related to the issue of the “Family Quotient” on which more can absolutely be done and which represents the heart of the tax reform.
It is a measure that CDO has supported and requested for years, and it is nevertheless a source of pride to finally see its inclusion at least as a principle. We believe this is essential recognize the family as an autonomous fiscal entitywith a legal subjectivity distinct from the individual members. It is essential to begin reducing the tax burden based on the composition of the family unit, an important signal especially when seeing the birth rate problem that is affecting our country over the years.”
The President Dellabianca continues on the issues concerning support for companies, a central theme for Compagnia delle Opere, “We have assessed the stabilization of parental leave at 80% for the first three months of birth in an extremely positive and far-sighted manner. At the same time it is of primary importance also support for Italian companies. Precisely for this reason we have always considered it essential introduce a tax exemption on profits reinvested in the company, especially in SMEs. And for this reason we are satisfied with the IRES reward, with a 4% cut for companies if 80% of the profit remains in the company. It’s a shame for the failure to introduce tax incentives for employers who have signed the Self-Discipline Code of the responsible company in favor of maternity, promoted by Minister Roccella.
As regards the world of social works, we express great satisfaction for the repeal of the paragraphs that introduced the obligation of Mef auditors on the boards of directors of organizations that had received more than 100 thousand euros in public contributions. We believe that making existing supervisory bodies responsible is the best path.
We also believe that the refinancing of 50 million per year is of fundamental importance of the Fund for the distribution of food to poor people and 500 million euros for the Fund for the purchase of basic necessities by 2025. This measure represents great support for works such as the Food Bank, which favor human relationships and company for the poor person over purely “monetary” solutions to the need.
On the school side, in our proposals we have underlined how every family should have the freedom to choose the most suitable institution and school for their children without limitations imposed by income. The increase in the ceiling at deductible education expenseswhich will pass by current 800 to 1000 euros it is a positive sign for which we expect an increase in the coming years. Also important is the increase in the contribution to private schools that welcome students with disabilities, equal to 50 million euros in 2025 and 10 million from 2026″.
Finally, in Council of Ministers, which met on 9 December, was extended to 10 January 2026 the deadline from which the new VAT exemption regime applies for operations carried out by associative bodies. We would like to underline that it cannot be the final solution. THE’VAT exemption which is being discussed is not only one of the extremely important issues that the world of the Third Sector must face. Even more essential is the IRAP issue, which is penalizing these entities greatly. The Maneuver must absolutely take into account a comparison that can be not only political but also technical with the world of the Third Sector and their spokespersons” – concludes Dellabianca.
