François Bayrou consults, this Monday, December 16 and Tuesday, December 17, the political forces at the same time as he composes his government, in search of a narrow path which would allow him to pass, without a majority, a budget, after the freezing of the previous one. by censorship. The Prime Minister receives the parliamentary groups “in their numerical order of importance” in the National Assembly. It is up to them to decide the composition of their delegation, with or without party leader.
It will begin at 9 a.m. with the president of the National Rally group of deputies, Marine Le Pen – who castigated, on Sunday, a “contemptible coalition of opposites”, but will not censor “a priori” – accompanied by the president of the party, Jordan Bardella. The latter had deplored not having been received soon enough by the former Prime Minister, Michel Barnier.

François Bayrou “is the right person at the right time”, according to Roland Lescure
Guest of RTL this Monday morning, Roland Lescure, Vice-President of the National Assembly and Member of Parliament (Renaissance) for French people in North America, assured that “François Bayrou was the right person at the right time. […] That He has been preaching for years for exactly what I have been pushing for a few months now: we must broaden the alliance of Republicans on both sides […] men and women of good will to escape the clutches of the RN.”
François Bayrou will consult the political forces
Starting this Monday, François Bayrou will receive political forces, looking for a viable solution to form a government. Political balances and the 2025 budget will therefore be at the heart of the talks that the new Prime Minister will hold on Monday with the parliamentary groups, which will be received “by their numerical order of importance” in the National Assembly. It begins at 9 a.m. with the president of the National Rally group of deputies, Marine Le Pen, and the president of the party, Jordan Bardella.
François Bayrou, who made a point of personally calling each group leader, will then speak with Gabriel Attal, who is both the leader of the Macronist deputies Ensemble pour la République (EPR, 93 elected), and the president of the party Renaissance. Representatives of the Socialist Party and the right will follow, before the other groups on Tuesday. La France insoumise is refusing for the moment to meet him, announced the leader of the deputies Mathilde Panot, out of “fear”, according to Jean-Luc Mélenchon, “that it will all be a comedy again”. The left and the far right, who together censored Michel Barnier’s government, expressed their positions again on Sunday, with the PS continuing to say it was open to discussions.
Budget: the Assembly examines the special law
Failing to have adopted a budget for 2025, deputies will examine this Monday a special bill intended to guarantee the continuity of the State, by allowing taxes to be raised, spending credits on the basis of the previous budget, and authorizing the State and Social Security to borrow. A large number of deputies also want this bill to make it possible to index the income tax scale to inflation, in order to avoid increases for taxpayers next year.
Amendments to this effect were tabled, including one signed in particular by the general rapporteur of the Budget, Charles de Courson (Liot) and the president of the Finance Committee, Eric Coquerel (LFI). It remains to be seen whether these amendments will be declared admissible by the President of the National Assembly, Yaël Braun-Pivet.
Mathilde Panot (LFI) does not wish to meet François Bayrou
The president of the La France insoumise group in the Assembly, Mathilde Panot, will not participate in the consultations in Matignon launched by the new Prime Minister, François Bayrou, she announced in a press release on Sunday. “Contacted by Matignon”, Mathilde Panot says she does not refuse “on principle” to meet the head of government. “But since the Prime Minister has not yet formed his government and has not yet appeared before the National Assembly, we will not participate in such discussions,” she said.
“There can be no question of participating in a grand coalition government or negotiating any non-censorship agreement,” she adds, distinguishing herself from other left-wing parties, open to discussions with François Bayrou.
For François Hollande, the question of pensions will be raised again “in 2027”
Former President of the Republic François Hollande judged on Sunday that the question of a possible repeal of the pension reform would be raised again “in 2027”, calling in the meantime for a “social conference” to discuss the parameters of the reform . The now PS deputy for Corrèze hoped, on BFMTV, that the new government of François Bayrou would convene “a social conference, with the social partners, to re-discuss a certain number of parameters of this reform”.
“Then it will be in 2027 that the question of pensions will be raised again. The only method I know at this stage is not to demand a repeal […] There must be – a suspension perhaps – but a social conference which will make it possible to improve the lot of the French who will prepare in a few months to retire”, he explained.
Marine Le Pen does not regret “for a single moment” censorship and attacks “the single party”
Marine Le Pen said she did not regret “for a single moment” the censorship of the Barnier government and described the political parties which opposed it as “tartuffes”, during a meeting in Etrépagny (Normandy) on Sunday. “By observing […] the display of mediocrity and baseness of our political opponents, this decision, I do not regret it”, affirmed the president of the National Rally (RN) group in the National Assembly, to more than 1,000 supporters gathered in a discotheque of this town located in Eure “In ten days, all these tartuffe parties have changed. […] into a true single party […] which was already an unnatural electoral agreement […] ready to do anything to secure ministerial positions,” she added.
