Elsa comes forward after the domestic service rapes in Uppsala

At the beginning of September told UNT about “Vera”, one of several victims of sexual abuse within home care in Uppsala municipality. Since the disclosure, more similar cases have come to light, in a growing scandal.

Now “Vera” chooses to come forward.

– It feels important to show that this has happened to a person. It feels like the municipality has forgotten, says 84-year-old Elsa to UNT.

– It’s like I’m mostly a number. Someone who costs money.

It was last spring that Elsa was raped by a man in the domestic service. Now she wants to tell about the incident with name and picture, because she is so disappointed with the municipality’s actions – but also because she wants to help other vulnerable women.

– Maybe I can go ahead and take on other women’s shame so that they also dare to tell, says Elsa.

Cases of sexual abuse were dropped

Already in the fall of 2023, Elsa alerted a manager in the home service that an employee had exposed herself to her. Despite that, he was allowed to continue working – six months later, the man allegedly raped Elsa.

– I was subjected to a rape that was like no other. And no one – no one cared about it in the municipality or home care, says Elsa.

The same manager who let Elsa’s case go to rest, is said to have also failed in the handling of another sexual assault on another woman, called “Siv” by the media.

When the home care manager did not get a meeting with “Siv”, the manager went on holiday, and then changed jobs.

It was only several months later, in connection with Elsa’s first story in UNT, that the municipality contacted “Siv”, who then had the opportunity to tell that she had been raped by a man and subjected to abuse by two others. All three employees in home care.

UNT has been able to reveal that the man singled out for raping both Elsa and “Siv” had been suspended from his previous home care job for sexual abuse – something that did not prevent him from getting a job within Uppsala municipality’s home care.

“Had come a long way with an apology”

For UNT, Elsa is now talking about her disappointment with Uppsala municipality, among other things because she was not heard in the in-depth investigation into the case that the municipality made. She has also not been allowed to take part in the investigation’s conclusions, and has not received an apology or a visit from those responsible in the municipality.

In addition, Elsa herself has had to pay for a psychologist and for the medical trips to and from the visits. On the other hand, the municipality has paid crisis support to the staff of SEK 36,150, UNT reports.

It would feel warm in the heart with an apology, Elsa explains.

– I would feel that I still have my human dignity.

– It’s awful. They had come this far with an apology, says Elsa’s granddaughter Mimmi, who has now reported the home care manager to the police for misconduct for not having acted on the alarm.

Uppsala municipality sees its own actions in two investigations sent to Ivo. In the media, on the other hand, the lid is on from the municipality with reference to the fact that it is about individual cases.
