In a 2019 report, the NJI mentions a number of reasons for the increasing use of youth care. Young people do not have more psychosocial problems, but they do more often have to deal with divorced parents, there is more pressure to perform and more problematic social media use. At the same time, ordinary obstacles – such as being busy or breaking the rules – are more often seen as problems.

Furthermore, according to the NJI, the changed youth care system also plays a role. For example, there are things that fall under youth care for which the question is why municipalities are responsible. The NJI cites dyslexia care as an example. Finally, according to the NJI, youth care is too often chosen when it is not necessary at all. Professionals and parents have high expectations of youth care, but the effect is often limited, according to the knowledge institute.
