New exemption from controversial law will be a relief

Starting next year, new EU rules will require parking lots with more than 20 spaces to offer the possibility of charging electric cars.

The rules apply to what are called commercial buildings, defined as “all buildings that are not residential buildings and are heated with energy, and have a parking space for 20 cars or more on the same lot” according to Swedish Radio.

Already from 2027, the rules will be even stricter. Then every 10th parking space must have a charging point, and half of all places must be prepared for a charging point.

A threat to associations

That definition includes many business premises and shops, but also many buildings that belong to non-profit associations and churches.

It has previously been warned that the requirements risk knocking out many smaller associations with modest finances, as the installation of charging posts can be costly.

– Spontaneously, it feels like it will be very difficult financially if we can even sort it out, has Magnus Olofssonchairman of Öljehult’s community association in Blekinge, previously told Sveriges Radio.

So that the new EU rules do not have an unwanted effect, the government now wants to introduce one exceptions to the new rules.

This is because it is considered that the new rules risk “hitting too hard and giving a disproportionately high financial and administrative burden in relation to the intended benefit”.

The exception shall apply to churches, non-profit associations and non-profit organisations.

Profit-making companies that do not consider themselves to have a need for charging points, or the finances to install them, will not escape, however.

If they have 20 or more parking spaces, they must install a charging point for every 20 parking spaces.
