UN expert group proposes creating IPCC for artificial intelligence

The development of artificial intelligence seems inevitable, but how can we protect ourselves against the risks associated with this new tool? Should it be regulated? Some forty experts in technology, law and personal data protection, brought together at the initiative of the Secretary-General of the United Nations, António Guterres, are calling for international cooperation in this area.

Don’t leave artificial intelligence (AI) to the laws of the market, say expertsUN. Nearly a year ago, UN Secretary-General Antonio Guterres set up this committee of around forty experts in the field of technology, law and personal data protection, from academia, governments and the private sector such as Microsoft, Google-Alphabet and OpenAI.

Their report, published ahead of the Summit for the Future in New York, unsurprisingly notes the lack of global governance regarding AI. Not to mention the fact that developing countries are virtually excluded from the debate. Of the 193 UN member states, only seven are part of seven major initiatives related to AI governance (within the framework of the OECD, the G20 or the Council of Europe), and 118 are completely absent, mainly countries in the South.

Best global cooperation on AI

The first tool suggested would therefore be the creation of an International Group of Scientific Experts onAIlike the group of climate experts, the IPCC. Its reports are a reference in this area.

The role of these scientists would be to enlighten the world on emerging risks. Disinformation, deepfake, violation of human rights or use by criminals or terrorists… the list of risks is long.

It would also involve considering research in other areas, to use artificial intelligence in sustainable development, such as the elimination of hunger and poverty, gender equality or even climate change.

AI must serve humanity fairly and safely “, repeated this week Antonio Guterres. “ Left unchecked, the dangers posed by artificial intelligence could have serious implications for democracy, peace and stability “.
