In Dragon Ball, Son Goku and Vegeta train harder and harder so that they can take on increasingly stronger opponents. However, Akira Toriyama wanted to set a limit and named two characters who should remain stronger than the two Saiyans for the time being.
Which two characters are we talking about? In an interview about the release of the first manga volume of Dragon Ball Super, mangaka Akira Toriyama chatted with his editor Toyotarō.
The editor asked his mentor what the God of Destruction Beerus and the Angel Whis would mean for the manga. Toriyama replied that he had no plans to make Son Goku and Vegeta stronger than the two of them:
Well… First of all, at the moment I have no plans for Goku and Vegeta to surpass Beerus and Whis.

The interview took place about 9 years ago and even in the last published chapter it did not look as if the powers of Son Goku and Vegeta had surpassed the strength of Whis and Beerus.
However, that could change with the next chapter. Akira Toriyama has unfortunately passed away and passed the baton on to Toyotarō. Therefore, the new mangaka could decide to give Son Goku and Vegeta a power-up.

Beerus and Whis are 2 of the strongest characters
Who are Beerus and Whis? Both Beerus and Whis make their debut in the very first episode of Dragon Ball Super. Beerus is the God of Destruction from Universe 7 and is accompanied by his martial arts teacher and servant Whis.
Whis, on the other hand, is an angel who is bound to the service of his deity. Beerus usually does not leave his planet unaccompanied. Like the other angels, he is a child of the Grand Minister, who in turn is in the service of Zeno. For us, he is Son Goku’s coolest (and strongest) teacher.
Son Goku and Vegeta trained with the two characters. Over time, Son Goku learned to master his Ultra Instinct. This allows him to adapt to the angel’s fighting technique in terms of speed and calmness.
Vegeta, on the other hand, was trained by Beerus and learned how to use his Ultra Ego. This allows him to use the power of destruction that Beerus uses to wipe out entire planets.
It could be that Beerus and Whis have taken the two under their wing because they are supposed to one day replace them in their positions as god and angel. Beerus says that if Goku surpasses him one day, he would nominate him as the next God of Destruction.
