This year we have seen, and will continue to see, new laws come into effect. Among them, reduced petrol and diesel tax, abolition of the reduction obligation, reduced tax on pensions, that e-scooters must be insured and double staff for serious weapons offences.

On July 1, it also became illegal to deny, excuse or belittle the Holocaust. If someone breaks the new law, they can be sentenced for incitement against a ethnic group.

We have also seen a new, stricter law for receipts which means that a simplification regarding the handling of paper receipts is introduced with the aim of promoting companies in Sweden. This is by no longer forcing companies to save accounting information in original form for three years. Instead, it is enough to save the information digitally.

“This means a considerable simplification for many companies that will avoid unnecessary administration and unjustified costs. It is high time to adapt these rules to the digital development,” said Sweden’s Minister of Justice Gunnar Strommer said in a press release regarding the new receipt law.

Two years since the law came into force – then the results will come

However, the laws and regulations that come into force in 2024 are not the only ones we have in front of us.

On October 1, a lot of people will be affected by a previous law.

The so-called rental law, sometimes also called the rental law, entered into force on October 1, 2022. This then meant that employees who were hired through a staffing company and had been placed at the same workplace for more than 24 months, out of a period of 36 months, must be offered permanent employment at the company where the work was performed.

On 1 October 2024, it will have been two years since the change in the law was implemented, which means that the first people employed under these forms may now become permanent employees instead.

– The 24-month rule is found in the Act on hiring out workers. If you read it, it says that it applies to workers who are employed by staffing companies for the purpose of being hired out to client companies for work under the control and management of the client company, says the Chief Legal Officer of the Companies Karin Berggren in one press release.

So many can be affected

In 2022, when the law came into force, nearly 106,600 people were employed year-round via a staffing company, according to The competence companies. Now those people may be affected when the 24-month rule comes into force.

In the event that you are one of the people who will soon be affected by the law, you must receive a written offer of permanent employment no later than one month after the time limit has been exceeded, writes Företagarna.

In the event that you decline the offer of permanent employment, you can continue to work at the client company, however, without a new 24-month period starting.
